1) Michelle needed money to pay her rent. She is behind 3 months in rent and fears being evicted. She decides to rob Capital One Bank. Michelle asks her roommate Cheryl to help her. They agree to split the money 60% Michelle and 40% for Cheryl. This was based on the fact that Cheryl was going to only purchase the items necessary to commit the crime, like the gun and ski mask, and agreed to be the lookout at the bank. Cheryl purchased a gun and ski mask early in the week. Midweek, she stopped into the local pub for a few drinks. She began telling the bartender about her plan to get money. The bartender said nothing. Later that week, before the robbery was to take place, Michelle and Cheryl went to get their nails done. While at the nail salon, they were arrested. As the prosecutor, with what crimes can you charge Michelle and Cheryl? Do their actions constitute the crime of attempt? Discuss why or why not. Use legal reasoning to support your response.
2) April and Troy have been unhappily married for years. April wanted a divorce, but Troy feared April would get too much of his money and the marital home. He decided it was best to kill her. He decided to poison her. He went to CVS and inquired of the pharmacist about needing a sleep aid for his insomnia. The pharmacist gave him a bottle of sleeping pills. Troy believed if he gave April several pills in her tea, she would die peacefully in her sleep. She drank the tea, but nothing happened but for a little drowsiness. Assignment 1: Conceptual Framework Paper.

This paper, which is worth 20 points, is a systematic review of police-related concepts and theories based on your research question(s). The completed paper must be 4 to 6-pages long, double-spaced. Title and references are not counted as part of the page requirement. The paper must include the following four heading and subheadings: Title, Introduction, Conceptual Framework, and References.

You will introduce your research question(s), and describe rationale, significance, and goal(s) of your research in the Introduction.
In the Conceptual Framework section, you will begin with a general statement in which you will mention all the concepts/theories you will review as found in the literature. You will then go over them one by one according to what you read in the literature. There should be at least two paragraphs for each concept/theory. Please note that you will NOT present or write any empirical evidence on the concepts/theories in this paper. You will NOT provide any empirical data on the validity of the concepts/theories. Instead, you will find from the literature at least three concepts/theories that are relevant to or helpful for understanding police-related research question(s) you introduce earlier and provide a detailed explanation of them one by one. For example, if your research question is: Why are some homicide cases solved by the police while others are not? Concepts/theories related to this question, as found in the literature, may include the social class theory, the equal diligence theory, and the psychological impact theory, which have all been used to explain police homicide clearance. If your research question is: What are some of the emerging ways to control police misconduct? Concepts/theories related to this question, as found in the literature, may include the use of force policy, the early warning system, and independent police auditing, which have also been covered in the literature.

At least six references of books and journal articles are required for this review. All books and journal articles used should be relevant to your topic, cited in the text and listed in the reference page in APA or ASA style. Excessive quotes should be avoided and plagiarism will result in automatic failure of this assignment. Where quotes are used, original authors and page numbers should be documented. Internet sources can be cited only when credible sources such as authors, sponsors, and/or publishers are listed and when complete papers and/or sufficient information are posted online.

Topics for this paper must be related to policing. The following topics are suggested: Policing Gun Violence, Policing Violent Crimes, Police Accountability, and Police Performance. Keep in mind that the focus of this paper is on conceptual understandings and/or theoretical explanations of the problems as targeted by the police, NOT on data, statistics or police practices that demonstrate whether the concepts/theories have been applied/used effectively, which will be the focus of the empirical evidence paper later in the semester.
Police theories refer to explanations about police policies, programs, and behavior. For example, some anti-gun programs are created because the police believe by aggressively pursuing gang members involved in gun violence, by extensive and intensive stop-and-frisk activities in crime hot spots, by buying back guns with no questions asked, or by collaborating with multiple government agencies and community groups, they would be able to reduce gun crimes. Such theories or perspectives or concepts are widely published in research literature and should be the core of this paper. You should not talk about specific police programs in specific locations or try to suggest whether these ideas are valid because your focus is on discussing the concepts and theories only. Traditional criminological theories such as strain, differential association, social learning, and labeling are used to explain criminal and delinquent behavior, not specific police policies and programs or behaviors, and therefore are NOT appropriate for this paper.
When choosing the policing concepts and/or theories, you should also have the foresight of having enough materials in the literature on the validity of the concepts or effectiveness of related police policies/programs, because your second paper, due at the end of the semester, will be focused on the empirical evidence portion of the concepts/theories. This is another reason why you should not use traditional criminological theories as your concepts, which are seldom used in guiding police activities or evaluating police programs.

Crime Scenario: Death by Strangulation (Asphyxiation) and Sexual Assault
On June 11 2017, Grace Webber was found dead on her bed after a night out with her friends. Her neighbor, Jane Finley, found her and informed the police about the crime. The police and investigative officers arrived at the crime scene and collected evidence. The first piece of evidence they collected was what appeared to be rope fibers which were still on her neck, on the bed and the floor just next to the bed. The police first took photos of the “fiber “samples and then preserved them in plastic envelopes for further forensic testing. Webber was also found with Ligature marks around her neck. The investigators took photos of ligature marks. On the carpet, the police retrieved a used condom with semen inside. There were also what seemed to be traces of semen on Jane’s underwear, which had been partially taken off her. The investigators took the two semen samples and stored them separately in plastic tubes. Webber also had bruises around her wrists and face. This evidence was collected in the form of photographs. After analyzing the bruising due to livor mortis, the police concluded that she had been dead for at least twelve hours.
Real-Life Crime
In 2019, at approximately 1:30am, 19-year-old Ruth George was seen walking to a parking garage on the UIC campus. That’s when Donald Thurman, 26, was seen cat-calling her as he walked across the street towards her. Ruth ignored Thurman as he followed her into the garage. It is reported that Thurman sexually assaulted George, then killed her by strangling her, then fleeing the scene. Thurman was seen on multiple surveillance cameras fleeing into the nearby train station. He had also left a used condom with his DNA at the scene near the victim’s body.
Initial Investigation
Based on the time that the investigators arrived at the crime scene, the bruising on Webber’s body indicates that she was attacked hours before. The investigators collected carpet fibers from her body/hair, floor, and bed. This shows that Webber did not take herself to bed but was rather dragged to the bedroom. The beddings were also disorganized, indicating that she struggled even while in bed. The semen on the condom and her underwear suggests that she was raped repeatedly, probably by more than one person. Webber’s bruises around her hands and face implies that she attempted to fight back in order to try and free herself from the assailants. The autopsy report concluded that Webber was murdered by strangulation. The rope fibers and ligature marks are clear evidence to indicate that Webber was killed in that manner. There were no ropes found at the scene or near the body. It is assumed that the murderer then left with the rope.
Secondary Investigation
The DNA results from the two semen samples, one on the condom and the other on Webber’s underwear, did not match, meaning they were from two different individuals. Therefore, Webber was raped by at least two people. All the hair samples collected on the crime scene matched Webber’s DNA, which could indicate that there was a massive struggle between Webber and the perpetrators. It possibly involved grabbing her hair and tossing her on the floor and on the bed. The forensics also ran a match between the rope fibers found on Webber’s bed and samples of ropes from all local vendors in the town. The results indicated that the rope used to strangle Webber was most likely acquired from either of the following two vendors, John Lionel Hardware Store and Peter Brown’s Boating Equipment.
A DNA match was also run against Webber’s close friends and people who were last seen with her to find out the potential rapists. The results showed a successful match with the semen belonging to two individuals, Mr. Ronald Walker and Daniel Smith. Witnesses claim that the two individuals were seen in the club where Miss Webber spent the night. One of the suspects, Mr. Walker, had been captured by CCTV footage buying a rope at Peter Brown’s shop two days earlier. The two were arrested and taken into custody and charged with first degree murder and criminal sexual assault. In Illinois, criminal sexual assault is a Class X Felony and carries a sentence of 6-60 years of imprisonment and a fine up to $25,000 (720 ILCS 5/11-1.20.).
